Beat frequency is:

It is equal to the magnitude of the difference in frequency of the tones
3Hz = |f - 277Hz|
Hence,

or
f = 277Hz + 3Hz = 280Hz (highest possible answer)
(b)
The frequency in a vibrating string is proportional to the square root of the tension:
f ~ T
f'/f = (T'/T)
T'/T = (f'/f)²
If frequency is to low
T'/T = (277 / 274)²
T'/T = 1.022
