There are many publicly owned natural resources that is in danger of being degraded or exhausted like forest; some rivers; fossil fuels etc. Let us take one example of depletion of some rivers. To conserve it we need to work together; each and every member of society should contribute towards it like the government should take specific measures to spread awareness and technical support to the people to help them reaching these goals. Government should also frame stringent rules to the people who is not complying with these directions.

One of the hardship of managing a publicly owned resource is its nature of localization. Many people are involved together for a single work and if some don't make any effort to conserve it; project wouldn't complete. So we can manage it by other means like public private partnership.
