Tissue hypoxia will lead to increase in Carbon dioxide(CO2) concentration in the tissue and in blood.

From the first graph of oxygen-hemoglobin dissociation curve we can easily interpret that as CO2 concentration increases, the Oxygen-hemoglobin dissociation curve shifts to the right.

Therefore during hypoxia, the graph will shift to the right.
