I was able to workout part a, but am having trouble with part b. I calculated the RC time constant for each case, but how do you figure out how many time constants are in each case?
part a) Calculate the RC time constant for each case. 10K & .01µF = 1.0*10^-4 10K & 0.1µF = 1.0*10^-3 100K & .01µF = 1.0*10^-3 100K & 0.1µF = 1.0*10^-2

you are just suppose to divide given time by time constant to get the number of time constant
for the 1st case, time constant = 1*10^-4 s
number of time constant= 10^-3/(1*10^-4) = 10
for 2nd case:
number of time constant= 10^-3/(1*10^-3) = 1
for 3rd case:
number of time constant= 10^-3/(1*10^-3) = 1
for 4th case:
number of time constant= 10^-3/(1*10^-2) = 0.1
