    = 150*1.31
    = 196.5 Nm

b)
Moment of inertia, I = 0.5*m*r^2
                                            = 0.5*73.5*(1.31)^2
                                            = 63.1 Kgm^2
use:
T = I*ao
196.5 = 63.1*ao
ao =3.12 rad/s^2

c)
Net F = 150 - 21 = 129 N
T = F*r = I*af
129*1.31 = 63.1 * af
af = 2.68 rad/s^2
