For finding out spring constant we need to find natural frequency of the car.

Natural frequency,

0=2*pi*v/ x

=2*pi*(19000/3600)/5

=6.63 rad/s

Hence,

Spring constant,

k= m*02

=(1100+80)*6.632

=1223.96 N/m
