Your local government's safety regulations state that the riders' centripetal acceleration should be no more than n = 1.57 g at the top of the hump and no more than N = 5.29 g at the bottom of the loop. For this initial phase of your design, you decide to ignore the effects of friction and air resistance.

vf^2/r = 1.57 g
vf^2 = 1.57*g*r -----1

Using Energy Conservation,
m*g*h + 1/2*mv^2 = 1/2*mvf^2 + m*g*R
9.8*39.1 + 1/2*16.1^2 = 1/2*1.57*9.8*r + 9.8*r
r = 29.3 m

vf^2/r = 5.29 g
vf^2 = 5.29*g*r -----1

Using Energy Conservation,
m*g*h + 1/2*mv^2 = 1/2*mvf^2
9.8*39.1 + 1/2*16.1^2 = 1/2*5.29*9.8*r
