you can think of both the traits seperately....
first, the size of the wing can be clearly seen as the long being dominant over the recessive short as all the offsprings are long wings irrespective of the gender. So here the genotypeof the parents should be LL (Male) x ll (Female).
Now about the head ruff, since male parent has a head ruff while female parent doesnt, and both male and female projeny have 50% chance of having a headruff, I would sat that the genotype of the parent should be Hh (Male) x hh(Female) giving 50% Hh (Headruff) and 50% hh (No headruff) as seen in the question. This would mean that the headruff trait is also not sex linked neither the size of the wing and havind a head ruff is considered dominant.
If it was sex linked, X linked for example, the results would never be 50% chance for both female as well as males.
