Solution:
a) V1= 94 volts
V2 = 27.6 volts
C2=kC1 where k = dielectric constant
C=Q/V
since charge is constant , Q/V2= kQ/V1
1/V2= k 1/V1
k = V1/V2 = 94 / 27.6 = 3.4
dielectric constant of the inserted material = k = 3.4
The dielectric material is Nylon
b) If the dielectric does not completely fill it , V2 would be higher than the specified value. i.e. voltage is not at the minimal value.
