Explanation / Answer

The CO2 produced fills the balloon. As CO2 is produced only in fermentation and not when sucrose is subjected to hexokinase, therefore balloon only gets filled when pH is low as fermentation is favorable at that pH range.

Whereas in range 7.5 to 9 when hexokinase is active, fermentation is not favored, which results in no CO2 production and hence, less expansion of balloon as it was in low pH range.
