The net force will only be from the portions of the loop that are parallel to the wire. The top and bottom horizontal components will not factor in since they are perpendicular to the wire

The formula to apply is F = uIIL/2pi(r)

To be an attractive force, the left side of the loop is attracted and the right side is repelled.
