Power = v^2 /R or I ^2 R
We need both V and I to solve the questions.

so v = sqrt(9.4 * 13)= 11.055 V

and I = sqrt(9.4 / 13) = 0.85 A

For the speed of the rod
Volts = B L v
so v = Volts / ( BL)
= 11.055 /(2.5 * 1.26)

= 3.509 m/s or 3.5m/s
