In this case, the goal is to maximize arrests in this county. To do this we want to find the highest outcome. To do this we look at the final outcomes allocating our resources to different towns. To do this, look at when 100 go to one town 400 go to the other. The 200 to one town 300 to the other and so on. The best out come that leads to the hightst arrest is when 200 go to west town and 300 go to central. This gives us a total arrest of 205. Hope this helps
