The center's for Medicare & Medicaid Services (CMS) a branch of the department of health and human services. It is the federal agency that runs the Medicare program. CMS also monitorsvMedicaid programs offered by each state.

Medicare Milestones, legislation & changes :

1960s:

President Lyndon B Johnson made Medicare law. Former president Truman was issued the very first Medicare card during ceremony.

1970s:

President Richard Nixon signed into the law the first major change in Medicare. The legislation expanded coverage to include individuals under the age of 65 with long term disabilities and individuals with ESRD. (End Stage Renal Disease).

1980s:

When Congress passed the Omnibus Reconciliation Act , it expanded home health services. The bill also brought Medigap or Medicare su insurance under federal oversight.

1990s:

New legislation required state Medicaid programs to cover premiums of the new specified Low income Medicare Beneficiary eligibility group. Congress also passed the Qualified individual programs and the remaining program required Medicaid to pay premiums.

2000:

Americans younger than age 65 with amyotrophic lateral sclerosis are allowed to enroll in Medicare without waiting period if approved for social security disability insurance income. President Bush signed in to the law the Medicare Prescription drug improvement and modernization act adding an optional Prescription drug benefit.

2010:

The patient protection and affordable care act includes a long list of reforms provisions intended to contain Medicare costs and increasing revenues.

2016:

In early 2015 after years of trying to accomplish reforms. Congress passed the Medicare and CHIap reauthorization Act. Repealing 1999s formula. Macra also extended the QI program for certain low income members.

Medicare funds:

The center's for Medicare and Medicaid Services( CMS) is the federal agency that runs the Medicare program.

In 2011 Medicare covered 48.7 million people. Total expenditure in 2011 were $549.1 billion. In 2017 the expenditure rises to $709.4 billion. This money comes from the Medicare Trust funds.

Medicare Trust Funds:

Medicare is paid for through 2 trust fund accounts held by the US treasury.

1) Hospital Insurance (HI) Trust fund

It pays for the Part A benefits. Inpatient hospital care, skilled nursing facility care, home health care and hospice care.

2) Supplementary Medical Insurance(SMI) Trust Fund

It pays for the Part B & Part D benefits. Medicare program administration, like costs for paying benefits.
