In my opinion this practice is unethical. The reason is that it is just trying to take the advantage of patients’ helplessness, therefore I would truly blame this as unethical. Besides, it's a form of bribery, so it's again probably unethical. Moreover, might lead towards dangerous consequences too for patients because it opens the way for the personal information data to be used for purposes quite different from its intended use
