Health insurance is the coverage of medical expense and/or hospitalization expense which is otherwise has to pay the insured from pocket. Therefore, health insurance is important because of reducing expense burden of insured.

Over insure means an insurance policy that has higher amount of insurance coverage which is not necessarily required for the insured. In this case the insured has to pay higher amount of insurance premium.

Under insurance means an insurance policy that has lower amount of insurance coverage which might not be sufficient for the insured. Since the coverage is low, the insured has to pay the rest of the amount from own pocket. Therefore, the expense-burden is still there although there is insurance.
