ASCP stands for American society for clinical pathology, it covers predominantly pathology, the basic aims of ASCP are offering professional certifications technicians who will be working in laboratories and the assistants of pathologists, so that prospective employers can see they the subjects possess skills and knowledge to work in the laboratory settings. It also provides education apart from offering certifications. As per as regulation in health-care sector is concerned, it is palpable that some ethically and morally supreme physicians would not like to enforced any kind of control over them by non-medically-trained managers and regulators.

Regulation and accreditation differs. Regulation comprises a set of rules that must be followed, while accreditation is a sort of approval by an accrediting body regarding an organization or individual meeting specific standards. Quality and safety are often used interchangeably in health care, but they differ. High-quality care results in fewer errors than low-quality care. Regulation and accreditation are important for patient safety improvements but may not ensure qualitative improvement. It is hard to argue that a clearly unsafe practice which is unregulated should be permitted, and minimum standards must be met by a hospital or other health care agency. Rules must be be clear, and performance be fully in control of the hospital or agency being regulated.Increasing the amount of care demands exceeding required quality levels which is possible through a combination of policy tools along with pay-for-performance and voluntary improvement work (Warburton, 2009). A well calibrated regulation augurs well in helping efficiency.
