In this case the whiste blower is  Mr. Birkenfeld was to recieve a $104 million price money for revealing the secrets of swiss banking system, which proved to be very helpful for the government. TThis helped the fed to recover billions of unpaid taxes . This encouragad a lot of people to file reports of tax fraud.
