Question

Using references drawn from the professional literature, news media, or trade periodicals, please select a natural or man-made disaster or emergency that occurred in the US within the 21st century. Provide to your classmates, for background purposes:

what occurred;

when it occurred;

where it occurred; and,

the scope of the damages (physical damages, number of people injured, number of people killed, whatever seems to be germane to understanding the nature and severity of the event).

Discuss the nature and activities involved in one or more aspects of community recovery efforts. You do NOT need to discuss the full range of recovery activities. If data or information is lacking for your topic, say so and try to explain why this seems to be. If so, tell us of your efforts to go to primary sources for more information.

If information is available, tell us how recovery was defined for your selected aspect of the event and whether, by definition, recovery was achieved. If not, why not, and what efforts continue to be underway?

Respondents should comment on whether they agree with the definition of “recovery.” How might you have defined recovery from what you have learned or already knew about this event? Do you believe it has been achieved? If so, why? If not, why not? What would it take to “recover?”

Be sure to cite your source(s) at the end of your post.

Answer - 2016 Orlando nightclub shooting

Provide to your classmates, for background purposes: what occurred; when it occurred; where it occurred; and, the scope of the damage.

Answer - On June 12, 2016, Omar Mateen, a 29-year-old security guard shot dead 49 people and wounded 58 others. This event happened at Pulse nightclub in Orlando, Florida, USA. The assailant was shot dead by Orlando Police Department (OPD after a three-hour standoff.

Although the club was exclusively Gay, the attack was not instigated by homophobia. Also the night of June 12 was “Latin Night” in the club and most of the attendees were Latinos. However, a racial angle is also negated in this case. This is because, Mateen before being shot dead by the police said to the negotiators that the shooting was in retailiation to US presence in Iraq and Syria and especially because of the killing of Abu Waheeb, one of ISIL leaders by US army. Mateen swore allegiance to the leader of the Islamic State of Iraq and the Levant (ISIL), Abu Bakr al-Baghdadi in a 9-1-1 call shortly after the shooting began (1).

It became the deadliest shooting in US history by a single shooter (2). This tag was however taken over by the Las Vegas shooting of the subsequent year.

Discuss the nature and activities involved in one or more aspects of community recovery efforts. You do NOT need to discuss the full range of recovery activities.

Answer – In the aftermath of the shooting, the nature of the community recovery efforts were concentrated on preventing similar incidents in the future. In this endeavor, many businesses in the region such as shopping malls, complexes, theatres, stadiums re-examined their security procedures (3). Many American Muslims, including community leaders, swiftly condemned the shooting. (4). Equality Florida LGBT rights group started a fundraising page to aid the victims and their families, raising $767,000 in the first nine hours (5).

A new initiative was launched by the community to train people working at schools and other public places on how to treat injuries before paramedics arrive at the scene. Doctors stressed on the need for school faculty members to stay calm and assess injuries and refrain from applying surgical procedures like removing bullets by crude methods (6)

If information is available, tell us how recovery was defined for your selected aspect of the event and whether, by definition, recovery was achieved. If not, why not, and what efforts continue to be underway?

Answer – In this case, recovery was not specifically defined. Nonethless, efforts by the community and law & order establishment to recuperate those who were emotionally scarred by the attack, prevent future happenings of similar kind, improve security safeguards etc acted as Recovery procedures.

Orlando police realized that officers can minimize casualties only by entering a shooting location expeditiously, even if it means putting themselves at great risk. Police forces across the country announced the plans to increase security at LGBT landmarks. They also promised to provide high security to events like pride parades. The Florida Department of Agriculture and Consumer Services fined G4S Secure Solutions (responsible for providing security to Pulse club) $151,400. Apparently, the security agency had provided inaccurate information of pyschological well being of its employees. Orlando police decided to upgrade its equipments like bulletproof helmets and heavier bulletproof vests (7)

Respondents should comment on whether they agree with the definition of “recovery.” How might you have defined recovery from what you have learned or already knew about this event? Do you believe it has been achieved? If so, why? If not, why not? What would it take to “recover?”

I donot agree with the abovementioned meaning of recovery. Recovery should be defined as a continuous process to stabilize people’s disturbed minds through community and law & order efforts. This should be the primary aim. Boosting security measures is a way of preventing such incidents only physically. But mentally no constructive plans for recovery have ever been devised. This ultimately resulted in Las Vegas Shooting of 2017 where a 64 year old Stephen Paddock opened fire on a crowd of 22,000 concertgoers at the Route 91 Harvest music festival on the Las Vegas Strip in Nevada, leaving 58 people dead and 546 injured (8). Hence at community level, measures like meditation, yoga, counselling should be effectively organized so that no mind is left unstable to ever orchestrate such gruesome disasters in future.
