mean = np
Here n= 400 and p =0.32
So mean = 32*4 = 128
Variance = np(1-p)
= 400*0.32*0.68 = 87.04
Hence standard daviation = 9.33
For binomial to be normal (approximate) p must be close to 0.5 but here it is 0.32 hence This is not approximate normal and it is right skewed.
