It is so because as we see the graph it shows that the elderly poverty rates (of 65 and older) is declining continuously as in the year 1959 elderly poverty rates were 35% and since 1959 it continuously falling and in 2011 elderly poverty rates become 8.7%. It means policies to reduce elderly poverty rates seems to be efficient.

the age group suffering the highest poverty rate in the recent years (i.e.,around 2011) has been under 18 years old not 18 to 64 years old.
