Bill has been gainfully employed for 30 years as a machinist for a manufacturer of automobile engine component parts. He is suddenly laid off by his employer. Despite the fact that the larger national economy is growing quickly -- a fact that is reflected in a very low national unemployment rate -- his employer tells him that stiff competition by new market entrants is the reason for his lay off. Bill immediately begins to look for a new job and realizes there are several job openings in his local economy. At the same time, Bill quickly realizes his work experience at the engine component factory is making it very tough for him to land one of these open jobs -- most of which are in health services. Yet, he continues to actively search for a job. Bill might be said to be:

1) Everthing has its own pros and cons even the US welfare states. Some people criticize few programs and the others love them.
The largest US welfare state programs are TANF and Medicaid
TANF is Temporary assistance for needy Families. These program was started to provide help for the people who are below poverty line where Government gives a certain amount of money every month to them. The main beneficiary of these program is needy people who are below poverty lines and the funds are raised by the government.
Medicaid is also for poor people who are unable to pay bills for hospitals. So the Government is helping them by providing money for paying there people. These program is also for the low income people who cant afford a better health care. So government is supporting them.
There always remain some criticization on everything in the same way some people argue that insted of providing money by TANF the government should create employment to the people and some political debates are also going on about these programs running, Same with the medicaid
2) Bill has been structurally unemployed as there are structural changes in economy which lead his employeer to lay him off due to requirement of very less man power. So he is now seraching for job in other fields which indicated that the demand for his skills is not available. These are all comes under structural unemployment
