Weber described the bureaucracy as a hierarchy based organization with clear command structure, fixed roles and responsibilities and strict division of labor with technical expertise. Though, it creates different challenges between bureaucratic structure inside democratic system. The first challenge is the rigidity inherent in the bureaucracy. It prevents one structure from making fluid interaction with the another bureaucratic structure. As a result, work in the governance suffers. The second challenge is related to the feedback that is not passed between the different bureaucratic structure. As a result, the scope of improvement in the structure itself, becomes very difficult. The third challenge is to change with the change in the business environment. It causes the bureaucratic structures to become loss making, lethargic and irrelevant with the change of time. Hence, the benefits of the bureaucratic structure, will be nullified due to the inability to change. The fourth challenge is that it is a closed system and does not learn from one another.
