Yes, top managers should be held responsible for the corruption in the organization as without the willingness of the management, corruption cannot afloat in the organizational setting. It is the top management that design and implement policies, ethical code of conduct and corporate governance. Besides, it is the responsibility of the top management to ensure that employees are trained to follow the best practices and prevent corruption of any type. Promotion of whistle-blower policy is also the responsibility of top management.

Further, the arguments to support my stance are as follows:
1.   A strong commitment and willingness in top management towards the prevention of corruption is a must and it flows from the end of top management. So, the top management is responsible if they become negligent and don’t care what is going on in the organization.
2.   It is the responsibility of the top management to build a framework that prevents corruption at any level. The absence of such framework, means management doesn't do their duties and organization is suffering from the corruption.
3.   Accountability part lies most with the top management as without their consent, the corruption cannot take place in the organization. So, the responsibility lies with the top management.
