If panama is open to international trade in maize without any restrictions, it will import 400 tons of maize.

Because at the international price of $255 the domestic demand is 450 tons and 50 tons is being fulfilled by domestic suppliers so the rest 400 tons will be imported to fulfill the domestic demand.

2-

Suppose the Panamanian government wants to reduce imports to exactly 200 tons of maize to help domestic producers. A tariff of $75 will achieve this.

Because at quantity of 200 tons of maize the price is 330 and the international price is $255 where demand is 450 tons so to reduce imports to exactly at 200 tones government will apply $75 per ton tariff ($330 -$255 = $75)
