Orfield points to racial segregation in the local public schools:

   "Often in older U.S. suburbs, school boundaries have been changed so that poor black and Latino children are kept in schools that are poorer and emptier, with fewer resources...This must change" (S&K Reader, p. 55).

Despite the repeated federal court rulings that deliberate racial segregation in the public schools is unconstitutional (S&K Reader, pp. 117-118), many local public school districts remain racially segregated, including in Ohio and Cuyahoga County.

   Orfield argues for a regional approach to ending racial segregation, including in education (S&K Reader, pp. 57-58). A radical approach to education would be to end independent local school districts with widely varying demographics and financial support for public schools and have regional school districts with much greater student diversity and less unequal resources for students living in poor and predominantly minority communities. There is one such example in North Carolina but this a rarity. Would you support or oppose the state of Ohio conditioning its considerable financial support for public schools on the creation of such regional public school districts?

Ans. That's a great question. Let's start answering :

The practice of Racial Segregation is very old practice in United States. Segregation in Schools is yet another form of Racial Segregation . The Federal Court have already declared this segregation as ' inherently unequal ' , but then also this practice have not been stopped. Orfield have very strongly argued about the need for a regional approach to end this segregation from roots .

Since you have asked about my opinion , I certainly and very strongly oppose this type of Segregation in Schools and If Ohio will move towards regional school districts with much more student diversity and no unequal resources for anyone , I would surely support Ohio in this regard. That would be welcome move for Ohio. Various Central Local Schools are also being set up to end this segregation.
