Explanation / Answer

Answer 1:

In order to promote walking and biking to work, the mayor has the following strategies available :

1. Levying heavy taxes on the purchase of new cars and two wheelers - This will increase the prices of cars and people will prefer walking rather than purchasing new cars.

2. Subsidizing the purchase of bikes and making roads and traffic friendly for pedestrians- This will help in increasing the demand of bikes and promote walking.

3. Allowing the use of private cars only on three days in a week - This will promote use of public transportation and walking and use of bikes to go to office on alternate days.

The most effective strategy among the above mentioned strategies is subsidizing the purchase of bikes and making roads and traffic friendly for pedestrians. This will promote walking as pedestrians will feel safe and also increase demand for bikes.
