Let there was excess supply at a lower price. Price floor prevents the price to fall below a certain point. Therefore, after price floor setting the price will rise and maintain a minimum price level as a result excess supply decrease.
8. If a well-informed person uses a large discount rate when it comes to decisions about energy saving devices,i. e., they do not value future energy savings very much , they are more likely to invest in such devices. Because person uses more energy .

Because in market failure one person has better off without making anybody worse off. In this case if the person not invest on energy uses then energy is saved for future uses. This means future use has better off without making anybody worse off.
