3. I think human rights is a legitimate issue for one state to raise with another. We live in a highly connected and globalized world. Human rights violation in one state affects other states psychologically, socially and economically. For example, the human rights violations in Myanmar is creating a refugee crisis in India and Bangladesh. So, in this case, India and Bangladesh are socially and economically affected by the human rights violations in Myanmar and these two countries have a very legitimate reason to raise the issue with Myanmar.
Moreover, states also have moral rights to intervene human rights violations in other states. The authority of states comes from the people of the state and the people of one state might feel moral obligations for the people of other states. So, a state must act on the basis of the collective conscious of its own people to intervene in human rights violations in other states.
States must exercise caution to address the tension between universal rights and the autonomy and sovereignty of other states. The autonomy and sovereignty of other states must not be violated while ensuring human rights protections to the greatest extent possible. Otherwise, this will create a wrong precedent.
