So here :
a) 27.10 s
The sample reduced to half of its initial amount in 27.10 s , so the half life will be 27.10 s
b) 27.10 s
When the [PH3] = 1.45 x10-2 M , it again got halved in the time period of (54.20 - 27.10) = 27.10 s , so the half life is 27.10 s
