Using the ideal gas equation, we have
P1 V1 = P2 V2
where P1 = 21.0 atm , V1 = 11.0 L , P2 = 1.0 atm , V2 = Vtank + Vballon = ??
V2 = 21.0 atm x 11.0 L / 1.0 atm
= 231.0 L
but
Vballon = V2 - Vtank
= 231.0 L - 11.0 L
= 220.0 L
