In figure a, the solvent with high viscous nature cannot travel more on tlc plate, hence it is not carrying sample to separate.
In figure b, the solvent with proper viscosity is used and hence it makes two concentric rings of two samples by separation.
In figure c, the solvent and samples travel with same speed. Also samples are soluble in mobile phase and due to low viscosity it travels more readily than the solvents used in figure a, and b.
