If sodium hydroxide accidently spills on the skin , vinegar (acetic acid) should not be added on the skin , as neutralisation reaction will occur releasing a lot of heat causing severe burns.

So the skin exposed to NaOH , should be rinsed with copious amounts of sold water , so that the base can be diluted and the burn effects can be minimised on the skin.
