Answer is "C"

First magnesium in seawater converted to insoluble salt[Mg(OH)2] by treating with base and it can be filtered out.

Next insoluble salt magnesium hydroxide can be converted to soluble salt(MgCl2) by treating with acid like HCl.

After that electrolysis of MgCl2 produce Mg and Cl2 at their respective electrodes.
