I think that the best way to tell you this is using the lewis rule.

An alkene is a compound that contains at least one double bond in a molecule. This double bond is formed when one of the pi bond or in this case, orbitals, are bonded one with another.

Now, usually an alkene occurs between two atoms of carbons and the double bond is formed like this: C = C. Now we have to remember that Carbon can have 4 electrons so it must have 4 bonds as top. These 4 electrons comes from the electron configuration which is:

[C] = [He] 2s2 2p2

If we write this in boxes we have: [1!] [1][1]

But we have to remember that in order for this to occur we need to provide energy to the atoms, doing so, in the excited levels we have this:
[1] [1][1][1]

Which means that we have 4 dissapeared electrons. so the sigma bond is formed between the electrons in the s orbital. And the pi bond is formed between the electrons of the p orbital. These electrons are in a superior or higher level than the s orbital. And because we are using the electrons in a p orbital, it does not matter if you take one or two of them, all of them will have 100% pi character because they are on that level.
